1. TL;DR

This proposal recovers the expired Osmosis IBC light client 07-tendermint-40 on Initia by substituting it with the newly created active client 07-tendermint-61.

2. Proposal Details

The Initia-side Osmosis IBC client 07-tendermint-40 has expired, which prevents packet sends over channels that depend on this client, including the Osmosis transfer route using transfer/channel-71.

A new Osmosis client, 07-tendermint-61, has been created on Initia. This proposal executes MsgRecoverClient to recover the expired subject client 07-tendermint-40 using 07-tendermint-61 as the substitute client.

Recovering the client restores the affected IBC path without requiring applications and users to migrate to a different channel.
