Prop 217: Pre-Liquidation Registry Update test for UMEE, CRO, WAXL, DAI and TIA

This proposal disables new supply and borrow actions for UMEE, CRO, WAXL, DAI and TIA, and sets collateral parameters to 0 as part of liquidation testing and protocol wind-down preparation. Existing loans can still be repaid, and previously supplied assets can still be withdrawn. Please vote 'Yes' if you support this proposal, and 'No' if you oppose it.
